Building a New Economic City
In the Master Plan for the National Capital which is referred to in the Academic Paper of the IKN Law, it is stated that there are three main objectives of relocation. First, IKN as a sustainable city in the world.
Second, IKN as a city driving the Indonesian economy in the future. Third, IKN as a symbol of national identity. These three goals are then developed in eight principles that seem ideal in a city. The eight are the principles of economic equality, ecological balance, resilience, sustainability or environmentally friendly, feasibility of living (security), connectivity, smart cities, and the principle of diversity. All of these principles can actually be realized in a new city without having to move the center of government. The writing of this academic text, theoretically, mostly captures the advantages of a country that has succeeded in moving its capital city throughout the history of the world. The problem that is the focus of the Academic Paper on the IKN Law is that the government is no longer free to regulate the governance of the nation's capital in an ideal way. Thus, it is clear that the interests of moving the capital city are not necessarily related to the livelihoods of the entire population of Indonesia, but to the central government. No one expected before, the City of Shenzhen in Guangdong, China can become the famous city as it is today. The city was built in four stages. In 2013-2018, Shenzhen succeeded in achieving innovation-based development and becoming a business attraction in the global eye. Shenzhen's current position has entered into a dense city and has a cost of living for its residents. However, all of that is balanced with technological advances that make it easier for the business sector and the lives of its residents. Not to mention, the air is clean and the health of the residents is guaranteed there.
