Employee Working Hours Will Be Arranged

The government is currently drafting a regulation that requires employers to limit the working hours of employees in shifts during the implementation of emergency PPKM.
This arrangement is expected to reduce the risk of Covid-19 transmission in the workplace while maintaining production while protecting the income of workers. In accordance with the Instruction of the Minister of Home Affairs Number 18 of 2021 concerning the Enforcement of Restrictions on Emergency Community Activities for Covid-19 in Java and Bali, export-oriented industries are included in the essential sector which are still allowed to work from office (WFO) with a capacity of 50 percent. Therefore, it is necessary to set working hours. Secretary General of the Ministry of Manpower, Anwar Sanusi, said, amid the surge in Covid-19 cases and the possibility of extending the emergency PPKM, the government must balance between income and worker protection as well as maintaining productivity and business resilience. “In order for emergency PPKM to be more effective, there must be an arrangement of shifting working hours, especially in labor-intensive factories. We must maintain the health protocol, but also maintain productivity so it doesn't drop drastically," said Anwar when contacted in Jakarta. There are several options offered. First, workers only work 15 days in a month in the office/factory, and the rest work from home (WFH). Second, the implementation of a shift work schedule (sif) in the company so that there is no accumulation of workers in the same period. Third, the work system is 2-1 or two working days and one day off. With this option, all workers can have shifts and avoid workers being laid off without pay. Fourth, the company can streamline the work capacity of the office based on the priority of the division or unit
