Death Continues to Increase

The monitoring agency for the Coronavirus Disease 2019 (Covid-19) outbreak, LaporCovid, noted that the number of languishing deaths of self-isolated patients continued to increase.
Yesterday, the number has reached 712 patients. LaporCovid data analyst, Said Fariz Hibban, said the data was obtained from various sources. "There are district and city health centers, bodies for the burial team, and news from the mass media," Hibban said when contacted yesterday. Referring to the data, the highest number of deaths from Covid-19 self-isolation patients came from West Java Province, as many as 248 people. The second rank is the Special Region of Yogyakarta with 134 inhabitants. The next provinces were Central Java with 114 deaths, East Java 72 deaths, Banten 68 deaths, and DKI Jakarta with 53 deaths. These six provinces in Java already have adequate health facilities compared to other islands. Hibban predicts the actual death rate for COVID-19 self-isolation patients is higher. He said other volunteer institutions monitoring the Covid-19 pandemic also had their own data. What makes it sad is that there are only a few similarities in the identities of the victims who died between LaporCovid data and other institutions. "So, you can imagine how big the real number is," said Hibban. West Java Governor Ridwan Kamil said there were at least 119 thousand active cases of Covid-19 in his area. Of that number, around 80,000 people underwent self-isolation. Ridwan Kamil requested that 80 The thousand self-isolated patients must receive priority assistance for free drugs from the government. One of them is from the TNI. "Hopefully, the drugs from the TNI can approach the active number that is isoman in West Java," said the former mayor of Bandung.

Employee Working Hours Will Be Arranged

The government is currently drafting a regulation that requires employers to limit the working hours of employees in shifts during the implementation of emergency PPKM.
This arrangement is expected to reduce the risk of Covid-19 transmission in the workplace while maintaining production while protecting the income of workers. In accordance with the Instruction of the Minister of Home Affairs Number 18 of 2021 concerning the Enforcement of Restrictions on Emergency Community Activities for Covid-19 in Java and Bali, export-oriented industries are included in the essential sector which are still allowed to work from office (WFO) with a capacity of 50 percent. Therefore, it is necessary to set working hours. Secretary General of the Ministry of Manpower, Anwar Sanusi, said, amid the surge in Covid-19 cases and the possibility of extending the emergency PPKM, the government must balance between income and worker protection as well as maintaining productivity and business resilience. “In order for emergency PPKM to be more effective, there must be an arrangement of shifting working hours, especially in labor-intensive factories. We must maintain the health protocol, but also maintain productivity so it doesn't drop drastically," said Anwar when contacted in Jakarta. There are several options offered. First, workers only work 15 days in a month in the office/factory, and the rest work from home (WFH). Second, the implementation of a shift work schedule (sif) in the company so that there is no accumulation of workers in the same period. Third, the work system is 2-1 or two working days and one day off. With this option, all workers can have shifts and avoid workers being laid off without pay. Fourth, the company can streamline the work capacity of the office based on the priority of the division or unit

Building a New Economic City

In the Master Plan for the National Capital which is referred to in the Academic Paper of the IKN Law, it is stated that there are three main objectives of relocation. First, IKN as a sustainable city in the world.
Second, IKN as a city driving the Indonesian economy in the future. Third, IKN as a symbol of national identity. These three goals are then developed in eight principles that seem ideal in a city. The eight are the principles of economic equality, ecological balance, resilience, sustainability or environmentally friendly, feasibility of living (security), connectivity, smart cities, and the principle of diversity. All of these principles can actually be realized in a new city without having to move the center of government. The writing of this academic text, theoretically, mostly captures the advantages of a country that has succeeded in moving its capital city throughout the history of the world. The problem that is the focus of the Academic Paper on the IKN Law is that the government is no longer free to regulate the governance of the nation's capital in an ideal way. Thus, it is clear that the interests of moving the capital city are not necessarily related to the livelihoods of the entire population of Indonesia, but to the central government. No one expected before, the City of Shenzhen in Guangdong, China can become the famous city as it is today. The city was built in four stages. In 2013-2018, Shenzhen succeeded in achieving innovation-based development and becoming a business attraction in the global eye. Shenzhen's current position has entered into a dense city and has a cost of living for its residents. However, all of that is balanced with technological advances that make it easier for the business sector and the lives of its residents. Not to mention, the air is clean and the health of the residents is guaranteed there.

Biodiesel is a bio-fuel produced from these plants

Biodiesel is a bio-fuel produced from palm oil to used cooking oil. In Indonesia, biodiesel production is dominated by palm oil derivative products. Indonesia is currently promoting the use of biodiesel to reduce dependence on imported diesel.
Reporting from the Ministry of Energy and Mineral Resources, the Biodiesel Mandatory Program has begun to be implemented in 2008 with a biodiesel blend content of 2.5%. The Biodiesel content was then gradually increased to 20% (B20) in 2016. This program went well until the Ministry of Energy and Mineral Resources issued the use of biodiesel with a content of 30% in 2019 with road tests using heavy equipment, Alusista, buses, and trains. In January 2020, the Government inaugurated the use of biodiesel with a content of 30%. Reporting from the Ministry of Energy and Mineral Resources, biodiesel is a biofuel for application to diesel engines or motors in the form of fatty acid methyl esters (FAME) made from vegetable oils or animal fats through an esterification or transesterification process. According to BPPT/BRIN, biodiesel is a biofuel that has the same physical properties as diesel oil, so it can be used as a substitute for fuel for diesel-engined vehicles. Biodiesel is easy to use, biodegradable, and non-toxic.

Indonesian Palm Oil Association (GAPKI) Supports Palm Oil Domestic Market Obligation-Domestic Price Bond Policy

The Domestic Market Obligation (DMO) and Domestic Price Obligation (DPO) policies issued by the Ministry of Trade aim to maintain and fulfill the availability of cooking oil at affordable prices. The Indonesian Palm Oil Association (Gapki) supports the DMO and DPO policies issued by the government and continues to monitor their progress.
Secretary General of Gapki Eddy Martono said the DMO and DPO policies did not have an impact on the upstream oil palm sector. "So far, DMO and DPO have not had much impact on upstream palm oil and we will always support the government and provide input if the policy is deemed inappropriate," he said when contacted by Investor Daily. Executive Director of Gapki Mukti Sardjono said domestic consumption of palm oil for various needs will increase in 2022 but palm production is estimated to remain uncertain. One of the factors constraining palm oil production is fertilization which slows down in 2021 due to scarcity and rising prices of fertilizers that will affect productivity and production in 2022. He explained that 2021 palm oil production shows an anomaly where in the second semester it is usually higher than the first semester. in 2021 it will be even lower. Therefore, according to him, production in the first semester of 2022 will be an indication of whether the production decline will continue or there will be an increase. Mukti said that the production of CPO (crude palm oil) in 2022 is estimated to reach 49 million tons while PKO (palm kernel oil) will reach 4.8 million tons, bringing the total CPO and PKO to 53.8 million tons.

Increase in Palm Oil Prices: Lutfi Encourages CPO Exports

Trade Minister Muhammad Lutfi said the high price of crude palm oil (CPO) in the world market could encourage exporters to provide affordable prices for the domestic market.
"I want exporters to get good prices abroad to help domestic prices," he said when reviewing the prices of basic necessities at Kramat Jati Market. With good export prices, Lutfi asked exporters to fulfill their domestic market obligations (DMO). ) of 20% of the total export to be supplied to the country. The upward trend in export prices, he explained, would stabilize prices for fresh fruit bunches (FFB) at the farmer level and cooking oil in the market. "With prices going up, it will no longer be a burden for actors, oil palm farmers because foreign prices are getting higher because we are banning exports," said Lutfi. Based on records from the Ministry of Trade, world CPO prices had penetrated the highest level in the second week of January 2022 at the position of Rp. 12,736 per liter. The price was 49.36% higher compared to the same period a year earlier. The Director General of Domestic Trade at the Ministry of Trade, Oke Nurwan, added that the Ministry of Trade has prepared new regulations to suppress price fluctuations and ensure a stable supply of domestic cooking oil amid the ongoing increase in CPO prices on the world market. The new regulation is designed to release the dependence on cooking oil prices from fluctuations in international CPO prices.

Recovery in the Property Sector is Believed to Continue in 2022, Here's Why

The recovery in the property sector that has occurred since 2021 is believed to continue this year. This is supported by the government's success in controlling the spread of Covid-19 and a number of stimulus provided for the recovery of the national economy.
Director of Research & Consultancy Savills Indonesia Anton Sitorus said that the property sector can continue to increase from year to year with various challenges that hit the economy. He said that the government's success in controlling Covid-19 has made business players' confidence to continue to increase. This then encourages improvements in the property sector. "The restoration of business confidence in Indonesia supports market absorption in most commercial sector properties in 2021," he said in Savills' Asia Pacific Investment Quarterly Q4 2021 publication. With a more promising economic outlook, he said, developers and investors are slowly expanding again through a number of housing products. "For example, Sinarmas Land, Summarecon, and Alam Sutera, which recently added new housing clusters in leading cities in Serpong and Bogor to serve the growing demand from millennials," he said.

Measuring Industrial Estate Contribution to New Renewable Energy Mix Target

In realizing the New and Renewable Energy (EBT) mix target of 23 percent in 2025, industrial estates have a very important role. Considering that operational activities in industrial estates that move 24 hours require a stable supply of electrical energy, the fulfillment of the energy mix target can be significantly assisted if the electricity source is generated from NRE.
"Industrial areas, especially those with business areas, have an obligation to change primary energy sources for electricity generation in order to realize a green energy transition," said Fabby Tumiwa, Chairperson of the Indonesian Solar Energy Association (AESI), "This is in accordance with the Energy Policy. National Energy Plan (KEN) and the National Energy General Plan, which set a target for the NRE mix of 23 percent in 2025 and a carbon neutral achievement in 2060. When viewed from the calculation of the KEN target & Electricity Supply Business Plan (RUPTL), up to 2025, there are still the difference is 3-4 gigawatts. Therefore, industrial estates can be the key for a faster energy transition to be realized," he continued. One of the EBT plants that is considered the most potential is the Solar Power Plant (PLTS).

Tickets for Vehicles with Special Number Plates

Transportation observer from the Institute for Transportation Studies (Instran), Deddy Herlambang, said that the police should be brave and firm in giving RF-coded cars if they are proven to have committed traffic violations.
Moreover, these vehicle users act excessively to the point of usurping the rights of other road users. "Just being afraid to be late for a meeting and then asking for priorities on the road is not right," said Deddy when contacted. Deddy reminded that exceptions to road traffic rules are only granted to certain types of vehicles according to the law, such as ambulances, fire engines, and police. "In addition, all must follow the rules, including the odd-even rule," he said. Previously, the Traffic Directorate of Polda Metro Jaya said that a number of cars with RF number plates actually committed traffic violations. The proof is that on January 17-19, the police issued ticketing tickets for 124 vehicles using RF license plates that violate traffic, from violating the odd-even number plate rule to breaking through the shoulder of the toll road. As a result, Polda Metro Jaya is trying to tighten the processing of permits for special and secret number plate applications, both for first-time applicants and for extension applicants. Researcher from the Institute for Security and Strategic Studies (ISESS) for Police, Bambang Rukminto, said that initially the RF-coded number plates were intended for certain groups to make it easier to identify escorts on the highway. But gradually the special number plates became a commodity for illegal levies. Because, it's no secret that the RF code number plates can be used by civilians

Jakarta Tightens Office Supervision

Jakarta Deputy Governor Ahmad Riza Patria also asked all leaders of institutions and companies to implement health protocols, especially limiting the number of employees working in the office to prevent the spread of Covid-19 cases.
Based on the provisions for the implementation of community activity restrictions or PPKM level 2, the government only allows work activities in the office for a maximum of 50 percent of the total capacity. "Everything will be punished. We ask for tightening of all activity units," said Riza at City Hall, yesterday. Restrictions on the office sector have become one of the concerns in recent days. President Joko Widodo and Coordinating Minister for Maritime Affairs and Investment Luhut Binsar Pandjaitan also directly encouraged people to return to work from home. The government wants to suppress people's mobility to minimize the potential for transmission of coronavirus disease or Covid-19. This was conveyed in line with the prediction of a potential spike or the emergence of a third wave of the corona virus, next February. The DKI Jakarta Provincial Government will soon issue provisions for the implementation of the restrictions that will last until January 24. In this regulation, Jakarta will adapt a number of new restrictions from the Instruction of the Minister of Home Affairs Number 3 of 2022. Another new restriction rule is to only allow people who have undergone vaccinations up to the second dose to access public spaces, such as offices, shopping centers, and recreational areas.

How to get out of the Commodity Cycle Trap

The Head of the Trade Assessment and Development Agency of the Ministry of Trade, Kasan Muhri, is aware that there is a tendency for commodity price movements to be corrected this year because the commodity supercycle phenomenon is unlikely to last permanently.
"Our strategy to avoid being trapped by the commodity supercycle phenomenon is to increase the volume of manufactured products because the prices of manufactured products are relatively stable," Kasan said yesterday. Commodity prices did make a big contribution to exports throughout 2021. However, he assessed that the contribution of primary commodities to national exports had decreased compared to 2011. At that time, he said, the contribution of manufacturing was only 34 percent of the total export value of US$ 203.5 billion. . Meanwhile, as much as 66 percent of the export value was controlled by primary commodities. “Last year, the contribution of primary commodities had fallen to 52 percent. Meanwhile, manufacturing exports contributed 48 percent," Kasan said. The government has decided to extend the application of luxury sales tax incentives for new cars. Kasan said that the increase in domestic sales after the incentives will be followed by an increase in automotive exports. Thus, exports of other manufactured products will also be boosted. "Because, if you only increase the volume of primary commodities, when prices fall, the value of exports will also decrease," he said. There are several manufactured products whose export value can still be boosted. This potential can be seen from the still minimal contribution of Indonesia's exports in the global market. For example, the market share of Indonesian textile products in the world is only 1.7 percent; metal 2 percent, paper 2.8 percent; footwear 3.9 percent; and 2.4 percent of furniture. The Indonesian automotive market share is only 0.5 percent of the market potential of US$ 1.2 trillion.

The Dominance of Coal is Increasing

Based on data from the Directorate General of Electricity at the Ministry of Energy and Mineral Resources (ESDM), as of November 2021, the total power generation capacity is 73,736 megawatts (MW).
Based on the type, PLTU is still dominant with 36,976 MW or 50 percent. Meanwhile, in the primary energy mix for electricity supply, as of November 2021, coal is dominant at 65.93 percent. Gas is 17.48 percent, fuel oil is 3.86 percent, and renewable energy is 12.73 percent. In the 2022 target, the portion of coal in the primary energy mix will increase to 68.70 percent, while renewable energy will be 12.70 percent. According to the Director General of Electricity, Rida Mulyana, this is due to a number of additional fossil power plants (PLTU) operating in 2022. In terms of capacity, Rida continued, renewable energy generation has increased, but the percentage has fallen in the primary energy mix because many PLTUs must be operated. There are several private power generation companies (IPPs) with take or pay (TOP) conditions. Electricity must also be purchased by PLN, which then needs to operate the PLTU. “That is urgent, the percentage of renewable energy (in the primary energy mix). This is a challenge," Rida said at a press conference "Performance in 2021 and Work Program in 2022", Tuesday (18/1/2022), in Jakarta. The Executive Director of the ReforMiner Institute, Komaidi Notonegoro, said that the decline in the proportion of renewable energy was a logical consequence. Because, with the 35,000 MW power plant project, the use of coal is unavoidable because there is already a long-term contract with the private sector.

Gibran: The news is quiet

Solo Mayor Gibran Rakabuming Raka said there was no need to report Ubedilah Badrun - an activist and lecturer at the State University of Jakarta (UNJ) who reported him to the Corruption Eradication Commission (KPK) - to the police.
When met by reporters while reviewing the booster vaccination at the Ibu Fatmawati Hospital, Ngipang, Gibran suggested that Joman volunteer not to report on Ubedilah Badrun. He considered the move to make things worse. Gibran said allegations of corruption and money laundering that were leveled against him and Kaesang should be allowed to pass. "You don't have to. Tekne wae lak bored [just leave it alone for a long time]. The news is also quiet," he said. Selvi Ananda's husband is sure that Ubedilah's accusations will not have long tails. He confirmed that the UNJ lecturer did not have sufficient evidence. "There's no evidence. Why don't you report it, there's no evidence," he said again. He admitted that he was sure that he had not made the mistake that the former 1998 activist had accused him of. "You don't have to [report] it. Just focus on work. I don't feel polluted. If I help [steal], it's just tainted. I'm not helping [stealing] anyway," he said.

Biodiesel 30 Program is Assessed to be Able to Save IDR 66.54 Trillion in Foreign Exchange in 2021

Minister of Energy and Mineral Resources (ESDM) Arifin Tasrif said the mandatory 30% biodiesel or B30 policy was able to reduce imports of fuel oil (BBM), especially diesel and save foreign exchange.
In 2021, the foreign exchange savings generated from the B30 program will be IDR 66.54 trillion. The realization of biodiesel utilization throughout 2021 was recorded at 9.3 million kiloliters (kl). "Utilization for 2021 reaches 9.3 kl and we can save in 2021 a total of Rp. 66.54 trillion," he said at a recent press conference. By 2022, biodiesel utilization is targeted to reach 10.1 million kl. This figure is up from the biodiesel allocation in 2021 which amounted to 9.4 million kl. "The mandatory biodiesel policy can reduce oil imports and save foreign exchange," said Arifin. Previously, the Director General of New, Renewable Energy and Energy Conservation (EBTKE) of the Ministry of Energy and Mineral Resources Dadan Kusdiana said the increase in biodiesel allocation next year was based on the realization of diesel oil imports and the realization of biodiesel distribution in 2021, as well as the assumption of 5.5% demand growth.
